Sanitation Masterplans

At ECOPSIS, we help our clients to prepare city-wide masterplans or strategic plans for the development of inclusive and resilient sanitation services. We carefully consider local contexts, implementation capacities and a range of technologies, advising on cost-effective service-driven approaches that integrate much more than only infrastructures. We propose adaptive solutions that enable governments to plan the development of sanitation services in an incremental manner, and also to build up their own capacities and the capacities of the private service suppliers. Our masterplans include activities for institutional and regulatory strengthening and improving financial sustainability where required.

Sanitation Master Plans for 5 Cities Based on Inclusive Sanitation Approach (CWIS)

 

Mauritania | AfDB & Ministry of Hydraulics and Sanitation

Established the sanitation master plans for Kiffa, Kaédi, Néma, Aioun and Rosso, using the City-wide Inclusive Sanitation (CWIS) approach and digital tools like GIS. Non-sewered (faecal sludge management) and sewered sanitation services were considered. The masterplans also incorporated the stormwater and solid waste management of each city. Adequate interventions were defined for the different planning horizon (infrastructure, regulations, institutions, PPPs, behaviour change, etc.) as well as the needed technical assistance to build up local capacities for the implementation.

Mapping, Modelling and Assessment of the Wastewater and Stormwater Management Systems to Develop an Integrated Sanitation Strategy in Greater Tirana

ECOPSIS carried out a complete assessment of the initial situation (regulatory, institutional, infrastructure, demand for services), including topographical investigations, flow measurements, rainfall and wastewater analyses. Based on the results of the initial situation assessment and the objectives of the municipal operators to comply with EU regulations (with a view to applying to join the EU), while considering the risk of flooding and the objective of good status for the watercourses in the catchment area, ECOPSIS prepared an integrated sanitation strategy for Greater Tirana. This strategy comprises measures to improve infrastructure, regulations and the institutional aspects over the planning horizon. These interventions were based on the results of digitisation of the infrastructure and meteorological data, as well as 1D/2D hydraulic simulations and pollutant simulations loads of the existing and planned combined sewerage network and the storm water basin and overflow systems. We also assessed the capacity of the operators in the 3 municipalities of Greater Tirana and provided them with technical assistance to strengthen their GIS and hydraulic modelling capabilities, with a view to extending them to asset management.

Based on extensive assessment of the initial situation (infrastructures, institutions, regulations, demand from users, etc.), ECOPSIS helped the Client to identify adequate objectives to improve sanitation services and access to them, including non-sewered sanitation versus sewered sanitation. Adequate City-wide Inclusive Sanitation (CWIS) type interventions were costed and identified and financing schemes were proposed by ECOPSIS to ensure inclusive sanitation services. Thes interventions cover both non sewered sanitation (faecal sludge management) and sewered sanitation with simplified networks and wastewater treatment plants.
